If there were any way to gage FEAR and PAIN couldn't we create hell on earth?

If you could gage fear couldn't you theoretically program a tiny helmet to inject dopamine or some such into a person's brain every time he made another person suffer, the worse the suffering, the more reward they get? Couldn't you turn that into an institution and literally create Hell on earth?
