What happens in the meantime while a an Army recruiter is being investigated for impropriety?

When a recruiter is being investigated for recruiting an unqualified candidate(somebody mentioned to me in the past somebody getting an ELS when a recruiter dishonestly pushed some guy through), is that recruiter allowed to continue or does the gov take some time to gather evidence before pulling out all the stops. I know some recruiters have been getting in trouble and the practices have received media attention for pushing through unqualified candidates. Meanwhile what would happen to the unqualified candidate. Do they stay a long time at Basic waiting to be discharged and have paperwork filled out?
