When to refinance--what % rate difference?

what % rate differential is required before it is advantageous to refi a newer 250k loan? ume minimal fees and points with new loan. Also I hope to stay in home a long time (but of course there's an element of unpredicability in that). Please include hard numbers backed by facts. (No wishywashy or irrelevant responses just to get points please) Thx.
