What does "call out" mean?

It's a metaphor for calling someone out of their house to fight. You go to their front door and dare the to come out and meet you in the street for a fight. In the West Wing context, it's not a real fight but a challenge to come to the district and be verbally (or physically) attacked by the "patriotic" residents - that's what "might not get out alive" means.
